INSTRUCTION

Ensuring that children receive effective reading instruction in the early grades is of critical importance.

The Reading First program incorporates five essential elements of instruction, as identified by the National Reading Panel: Phonemic Awareness, Phonics, Fluency, Vocabulary, and Comprehension.

The use of a core reading program that incorporates scientifically based reading research is essential. Early intervention and prevention are far more cost effective and efficient than later remediation of reading difficulties.

ASSESSMENT

The overall purposes of assessment are to identify potential risk, to inform instructional decisions, to evaluate student progress, and to review effectiveness of the program.

In order to implement an effective reading program, schools should have a coordinated plan for using screening, progress monitoring, diagnostics and outcome measures to guide instruction and to conduct program evaluation.
